Ce livre est le fruit d'une enquête de cinq ans menée par une équipe de vingt-cinq universitaires et vacataires. L'étude a porté sur les conseillers municipaux de vingt villes moyennes de France, élus entre 1919 et 1995 : tous ont fait l'objet d'une fiche de renseignements, dont certains caractéristiques ont été codées, âge, sexe, lieu de naissance, appartenance socioprofessionnelle, orientation politique... L'exploitation informatique de ces indications a permis de dégager et de mettre en relation toutes ces données, puis d'insister sur la carrière des conseillers, sur le nombre de mandats qu'ils ont effectués, de même que sur le profil des maires et leur longévité politique. Des | lois de l'édilité | sont ainsi apparues, qui montrent qu'au-delà des tendances politiques, c'est la fonction elle-même qui semble structurer un modèle. A cette étude quantitative s'adjoignent cinq approches qualitatives qui concernent deux grandes familles politiques (les socialistes et les gaullistes) et plusieurs villes (Reims, Meaux et Dunkerque). Au-delà des informations statistiques, c'est la pratique locale de la vie politique et sociale qui est mise avant. Ce travail sans précédent dans la recherche scientifique française s'adresse aussi bien aux historiens, aux sociologues, aux politologues, qu'aux élus et au public intéressé par la vie politique.
